    Place the mug, measuring spoons, fork, microwave-safe plate, and toothpick on the counter; measure out flour, sugar, cocoa, baking powder, milk, and oil and set them beside the mug.

    Add flour, sugar, cocoa, and baking powder to the mug and stir with the fork until the mixture is uniform with no visible clumps, about 20–30 seconds.

    Pour milk and oil into the mug, stir for 30–45 seconds until smooth and scraping the sides so there are no dry pockets.
